摘要
治理“庸官懒政”不能过度迷恋制度理性的魅力,还需从伦理视角出发,寻找防治“庸官懒政”的伦理路径。从伦理视角审视,“庸官懒政”的本质是一种公职人员的伦理选择偏差,即公权力代理人放弃权力正当性行使、放逐官场责任伦理担当。价值观、权力观的放逐与迷失是诱发“庸官懒政”的思想观念根源;激励、问责的失衡与乏力是引致“庸官懒政”的制度伦理因素;容错、免责的模糊与悬置是滋生“庸官懒政”的政治生态环境。有效治理与预防“庸官懒政”,亟须推动从政伦理法治化以厚植公职人员价值观,重塑政绩伦理以促进激励与问责并重,激活容错免责机制的功能以培育“为官有为”的伦理氛围,推进服务型政府建设与国家治理现代化。
To deal with the problem of“mediocre officials and sloth administration”,we should find the ethical path to prevent the phenomenon without excessively infatuating with the charm of institutional rationality.Viewed from the ethical perspective,the essence of“mediocre officials and sloth administration”is a deviation of the ethical choice of public officials that the public power agents give up the legitimate exercise of power,banish the ethical responsibility of the official world.The loss of values and the view of power is the ideological root.The imbalance and weakness of motivation and accountability are the institutional ethical factors.The ambiguity and suspension of fault-tolerance and exemption from liability are the political ecological environment.To effectively control and prevent this problem,we should promote political ethics under the rule of law to strengthen the values of civil servants,reshape the achievement to promote both incentives and accountability,activate the function of the mechanism of fault-tolerant and exemption from liability and foster ethical atmosphere of“be an official and do a good job”.
