摘要
大气污染物和温室气体具有“同根、同源、同过程”的特征,大气污染物控制措施与温室气体减排有一定的协同效应。实现空气污染物与二氧化碳协同减排,对于我国实现碳达峰以及进一步提升空气环境质量的目标具有重要意义。文章系统分析了沈阳市2016-2019年间大气污染物治理工作的总体成效,并利用“拉网式”与“分类式”的方法量化分析了不同部门间以及不同减排措施间的协同效应的差异,并进一步提出了沈阳市开展大气污染物与温室气体协同减排的工作建议。
Air pollutants and greenhouse gases have the characteristics of"same root,same source,and same process",and air pollutant control measures and greenhouse gas emission reduction have certain co-benefiteffects.Achieving the coordinated reduction of air pollutants and carbon dioxide is of great significance to Chinese goal of achieving carbon peaks and further improving air environmental quality.The article systematically analyzed the overall effectiveness of the air pollutant emission reduction work in Shenyang from 2016 to 2019,and used the"Drawing net"and"Classification"methods to quantitatively analyze the co-benefits effect of air pollution and Carbon Dioxide Emissions Reductionbetween different departments and between different measures,and further proposed suggestions for the collaborative reduction of air pollutants and greenhouse gases in Shenyang City.
