摘要
以70个地级市校外培训机构治理政策文本为研究对象,采用文本分析法来研究治理政策文本的特征及其存在的问题。研究发现,从文本属性看,政策的响应速度迅速;政策主体多元,但协同治理水平不高;文本名称趋同性强,地方性不足;文本结构既有移植又有创新。从文本内容看,指导思想与中央统一;治理步骤与中央一致,呈现出运动式治理状态;治理措施更为细化,但可操作性不够强;重视政策执行的部门联动机制,轻视治理的长效机制。在此基础上提出如下建议:注重操作性强的政策文本的生成与调整使政策更贴近地方实际,注重政策文本的本地化创新以寻求政策的地方定制,融合常态化和运动式两种治理方式以推进系统化、整体化的治理。
Taking the governance policy texts of 70 shadow education institutions in prefecture-level cities as the research object,this paper adopts text analysis to study the content and existing problems of the governance policy.The result shows that,in terms of text attributes,the governance policy makes speedy responses,with diverse subjects yet a meagre level of collaborative governance;the text names have a strong tendency of conformity,with insufficient locality;the text structures are transplanted and innovative.In terms of text content,the guiding ideology is in line with the that prescribed by the central government;the governance measures are consistent with those undertaken by the central government,showing a movement governance state;governance measures are more detailed,but operability is not strong enough;attention is focused on the linkage mechanism of policy implementation yet neglecting the long-term mechanism of governance.To address these limitations,the following suggestions are put forward:pay attention to the generation and adjustment of strongly operational policy texts to align the policies with the local reality,pay attention to the local innovation of policy texts to seek the local customization of policies,and integrate the two governance methods of normalization and movement to promote the systematic and integrated governance.
