摘要
文化交流和资源建设是出版物国际交换的两项基本属性。新中国成立初期,在国内资源有限、国际交流受阻的情况下,在文化部、新闻总署、中国文联的支持和推动下,北京图书馆迅速启动了出版物国际交换业务。本文对该时期出版物国际交换发展与新中国外交进展进行了比对分析,发现作为文化外交的重要手段,出版物国际交换合作在借力新中国外交成果的同时,实现了更大范围的突破,与大量美欧及第三世界国家在未建立外交关系的情况下开展了出版物交换合作。从国际文化交流和公共外交的角度观察,图书馆是让中国了解世界、让世界了解中国的双向通道。因此,图书馆应发挥其文化交流的主体性作用,助推中华文化的海外传播。
Cultural exchange and resource construction are two basic attributes of international publications exchange.In the early days of the founding of PRC,with limited domestic resources and hindered international exchanges,with the support and promotion of the Ministry of Culture,the General Administration of Information,and the China Federation of Literary and Art Circles,the Beijing Library quickly launched the international exchange of publications.This article compares and analyzes the development of international publication exchanges during this period with the progress of PRC’s diplomacy,and finds that as an important means of cultural diplomacy,international publications exchange cooperation has achieved greater scope while leveraging on the achievements of PRC’s diplomacy.The breakthrough of the United States,Europe,and the third world countries have carried out publication exchange cooperation without establishing diplomatic relations.From the perspective of international cultural exchanges and public diplomacy,the library is a two-way channel for China to understand the world and the world to understand China.Therefore,the library should play its main role in cultural exchanges to promote the overseas dissemination of Chinese culture.
