摘要
农业现代化是国家实现现代化的重要组成部分。河北省是农业大省,农业现代化对河北省经济发展有重要意义。从农业投入水平、农业产出水平、农村社会发展水平、农业可持续发展水平4个方面构建评价指标,通过熵权TOPSIS综合评价法测算河北省2005—2017年农业现代化发展水平。研究发现,河北省农业现代化水平评价指数值2005—2017年每年都低于0.45,总体上河北省农业现代化水平还处于较低状态;森林覆盖率、龙头企业(集团)数量、农业综合开发总投资、农林牧渔业从业人员占社会总从业人员比重、农林牧渔业从业人员占乡村从业人员比重、农村居民人均可支配收入等指标对河北省农业现代化水平综合评价影响较大。提出河北省从投资、生产经营及销售等环节上继续扶持农业龙头企业的发展,为农业现代化发展提供政策支持,重视农业专业人才的培养并为从事农业生产经营人才提供技术支持等建议。
Agricultural modernization is an important part of China to achieve modernization. Hebei is a big agricultural province, and agricultural modernization has important significance to the economic development of Hebei Province. The evaluation index was constructed from four aspects of agricultural input level, agricultural output level, rural social development level and agricultural sustainable development level, and the comprehensive evaluation method of entropy weight TOPSIS was used to calculate the agricultural modernization development level of Hebei Province from 2005 to 2017. It was found that the evaluation value of agricultural modernization level of Hebei Province was lower than 0.45 every year from 2005 to 2017, and the overall agricultural modernization level of Hebei Province was still at a low level. Forest coverage rate, number of leading enterprises(groups), total investment for comprehensive agricultural development in Hebei Province, proportion of ecological-economic practitioners, animal husbandry and fishery workers to total social employees, proportion of ecological-economic practitioners, animal husbandry and fishery workers to rural employees, rural residents per capita disposable income and other indicators had greater influences on the comprehensive evaluation of agricultural modernization level. Some suggests were put forward for Hebei Province as to continue to support the development of leading agricultural enterprises from the aspects of investment, production, operation and sales, provide policy supports for the development of agricultural modernization, attach importance to the cultivation of agricultural professionals and provide technical support for the personnel engaged in agricultural production and management.
