摘要
巡视作为党内监督的战略性制度安排,是党和国家监督体系的重要组成部分。面对革命、建设、改革不同时期的形势和任务,党的巡视制度经历了萌芽与初创、徘徊与曲折、重启与优化、深化与完善、革命与创新的发展阶段。百年来,党的巡视工作始终立足于巩固党的集中统一领导,逐步实现了规范化和制度化,完成了由部分覆盖向全覆盖的演变,更加强调标本兼治。新时代,应进一步明确巡视制度的职责定位,创新巡视工作的方式方法,坚持巡视巡察上下联动,促进巡视监督与其他监督形式的有机结合,以高质量巡视助推国家治理体系和治理能力现代化。
As a strategic institutional arrangement of inner-party supervision, inspection is an important part of the supervision system of the party and the state.Facing the situation and tasks of revolution,construction and Reform in different periods,the party’s inspection system has experienced the development stages of germination and start-up,hesitation and twists,restart and optimization,deepening and improvement,revolution and innovation.Over the past century,the party’s inspection work has always been based on the consolidation of the party’s centralized and unified leadership,gradually realized standardization and institutionalization,completed the evolution from partial coverage to full coverage,and put more emphasis on treating both the symptoms and the root causes.In the new era,we should further clarify the responsibility orientation of the inspection system,innovate the methods of inspection work,adhere to the linkage of inspection and supervision,promote the organic combination of inspection and supervision with other forms of supervision,and promote the modernization of national governance system and governance ability with high-quality inspection.
