摘要
[目的]探讨我国31个省份的卫生资源配置效率及其影响因素,为新时期我国卫生资源配置提供参考依据。[方法]使用三阶段数据包络模型,对我国31个省份2009-2018年医疗机构卫生资源配置效率进行了实证研究。[结果]γ在0.83~0.93,管理水平不足是影响效率的主因。调整后的各省份卫生资源配置效率极差达0.25。苏、沪10年中有5、7年存在投入冗余,辽、黑、晋则10年均投入不足。[结论]经济发展、人口密度、政策支持、社会基础和机构运营等环境变量对卫生资源配置效率有较大的影响。省际、地区间卫生资源配置效率均存在差异,需要注重省份间投入公平性;纯技术效率是地区间差异的关键影响因素。
Objective To explore the efficiency of health resource allocation and its influencing factors in 31 provinces and cities in our country so as to provide reference basis for the allocation of health resources in our country in the new era.Methods It used a three-stage data envelopment model,an empirical study was conducted on the health resource allocation efficiency of medical institutions in 31 provinces(cities,regions)in China from 2009 to 2018.Resultsγwas from 0.83 to 0.93,insufficient management was the main reason of affecting efficiency.The worst adjusted efficiency of health resource allocation at provincial level was 0.25.There were 5 or 7 years of redundant investment in the ten years of Jiangsu and Shanghai,while it was insufficient of average annual investment in the ten years of Liao,Heilongjiang and Jin.Conclusions Environmental variables such as economic development,population density,policy support,social foundation and institutional operation have a great impact on the efficiency of health resource allocation.There are differences in the efficiency of inter-provincial and interzone health resource allocation,so it is necessary to pay attention to the fairness of inter-provincial input.Pure technical efficiency is the key influencing factor of regional differences.
