摘要
黑恶势力及其违法犯罪的产生是一系列政治、经济、社会、法律等因素共同作用的结果。建立对黑恶势力的长效治理机制,需要在正确认识有着共同政治、经济、社会等基础条件的市域领域黑恶势力生成机理的前提下,在市域社会治理现代化建设过程中,以创新形式剥离黑恶势力生成因素,构建良性社会生态。X市黑恶势力尚处于组织发展初级形态,其暴力性、显像性、求财性等特征明显,但是也出现了头目幕后化、软暴力化、公司化等高级组织形态雏形,可以通过完善统一刑事防控体系、夯实基层政权、发展地区经济、促进社会公平等一系列路径推进市域社会治理现代化,构建预防遏制黑恶势力长效性机制。
The generation of black and evil forces and their illegal crimes is the result of a series of political,economic,social,legal and other factors.In order to establish a long-term governance mechanism of the black and evil forces,it is necessary to correctly understand the formation mechanism of the black and evil forces in the urban area with common political,economic,social and other basic conditions,and in the process of the modernization of the urban social governance,to peel off the generating factors of the black and evil forces in an innovative form and build a benign social ecology.The evil forces in X City are still in the primary form of organizational development,with obvious characteristics of violence,visualization and money-seeking,but there are also rudimentary high-level organizational forms such as behind-the-scenes leadership,soft violence and corporatization.We can promote the modernization of urban social governance through a series of paths,such as improving the unified criminal prevention and control system,consolidating the grass-roots political power,developing the regional economy,and promoting social equity,and build a long-term mechanism to prevent and curb the evil forces.
