摘要
持续深耕国际科技合作是构建“双循环”新发展格局的题中之意。“十四五”时期,我国国际科技合作进入“瓶颈期”与“窗口期”并行的新局面。如何突破瓶颈、抓住机遇以提升“双循环”新发展格局下我国国际科技合作的质量与韧性,进而推动构建新发展格局是一项亟待研究的课题。文章简要地回顾总结了新中国成立以来我国国际科技合作的基本历程、经验教训与存在问题,分析了“双循环”新发展格局下我国国际科技合作面临的国内外新形势与技术—经济范式转变,据此提出了“思维意识转变-合作模式转变-重点任务转变-评价体系转变”四位一体的国际科技合作提升策略。
Intensifying international scientific and technological cooperation is an essential part of building the New Development Pattern of“Dual Circulation”. During the14 th Five-Year Plan period,China’s international scientific and technological cooperation will encounter both bottlenecks and opportunities. Then how to improve the quality and resilience of China’s international scientific and technological cooperation and thereby foster the New Development Pattern in this period is an urgent research topic. This study firstly reviews briefly the basic course of China’s previous international cooperation on science and technology,and then summarizes lessons and problems therefrom. Next,this study analyzes the related new situations at home and abroad and changes in Techno-Economic Paradigm in this period. Finally,this study proposes that,to promote the quality and resilience of international scientific and technological cooperation,China should change simultaneously the mind,cooperation mode,key task,and evaluation system regarding this cause.
