摘要
高校是国家知识创新的主阵地,然而高校专利重数量轻质量、专利转化率低等问题仍是阻碍我国创新战略发展的实践难题。鉴于此,文章基于高校专利运营现状,以高价值专利的评价维度为视角,从技术、法律和市场3个层面分析高校专利运营现状,在分析存在问题的基础上,提出加强知识产权宣传教育、构建“产学研”科研模式、改善科研评价体系、设置独立转化机构及引进专业管理人才、建立知识产权信息平台等建议,以提升我国高校专利质量和运营能力,推进我国知识产权强国和创新驱动发展战略的深入实施。
Colleges and universities are the main position of national knowledge innovation,but the problems of lighter quantity and lower transformation rate of patent in colleges and universities are still the practical problems hindering the development of innovation strategy in our country.In view of this,based on the status quo of university patent operation,this paper analyzes the status quo of university patent operation from three aspects of technology,law and market from the perspective of the evaluation dimension of high-value patent.Based on analyzing the existing problems,this paper puts forward some suggestions such as strengthening the propaganda and education of intellectual property rights,constructing the scientific research mode of“production,education and research”,improving the evaluation system of scientific research,setting up independent transformation institutions and introducing professional management personnel,establishing the intellectual property information platform,etc.,so as to improve the quality and operation ability of university patents,promote the implementation of strong intellectual property rights and innovation driven development strategy.
