摘要
生态环境统计与排污许可制度衔接是我国实现固定污染源排放数据统一的必然要求。但两项制度在企业范围、报送指标、指标口径、数据情况及审核实施等方面存在差异。为解决这些差异,推进两项制度衔接,建议分阶段解决报送内容差异引起的衔接问题,强化证后监管以形成实际排放量数据质量的管理闭环。
The connection between ecological environment statistics and pollutant discharge permit system is an inevitable requirement to unify the emission data of stationary pollution sources in China.However,there are differences between two systems in terms of enterprise scope,reporting indicators,indicator calibers,data conditions and audit implementation.It is recommended to solve the connection problems caused by the differences of submissions content in stages,and strengthen post-certification supervision to form a closed loop of actual emission date quality management.
