摘要
联调联试是新建铁路各项指标能否满足开通运营的重要检测手段和关键时段。从联调联试期间外部环境风险研判、风险管控等方面进行分析,提出整改建议。梳理历年多条高铁线路联调联试期间及运营期间发生的桥下火灾、粉尘污染、轻飘物吹落线路等典型案例,警示新建铁路单位重视并落实安全措施,以保障联调联试工作顺利开展,实现铁路开通运营后安全运行。
Testing and commissioning is an important means and key period of time for the index testing of newlybuilt railways.The paper makes analysis from the aspects of the risk study of external environment as well as risk management and control during testing and commissioning,and puts forward rectification suggestions.Typical cases such as under-bridge fires,dust pollution,and the falling-off of light objects on tracks during high speed railway testing and commissioning over the years are sorted out.Young railway departments and undertakings are urged to attach importance to and implement safety measures to ensure the smooth development of testing and commissioning work and realize the safe operation of railway after its opening and operation.
