碳达峰、碳中和背景下江苏工业面临的挑战、机遇及对策研究 被引量:18

摘要 做好碳达峰、碳中和工作,是"十四五"及今后一段时期推动经济高质量发展和生态环境质量持续改善的重点任务"。十三五"以来,江苏工业碳排放量逐年下降,且碳排放强度呈逐年下降趋势,从重点行业来看,2015—2017年高耗能行业碳排放量基本趋于稳定,高耗能产业产量保持稳定。在全国实现绿色转型的背景下,江苏工业既面临产业结构优化和能源转型革命等严峻挑战,同时也蕴藏着新能源和新兴产业加快发展的重大机遇。为使江苏在全国率先实现碳达峰,基于国内理论研究及现状的数据分析,建议尽快研究制定实施全省碳排放达峰专项规划,分步、分地区、分行业开展碳达峰行动,构建"低碳产业结构、低碳能源结构、低碳技术结构"体系,践行江苏"争当表率、争做示范、走在前列"新使命,为长三角地区的绿色低碳转型提供样板,为全国低碳发展探索新路。 To do a good job in achieving peak carbon dioxide emissions and carbon neutral is the key task of promoting high-quality economic development and sustainable improvement of ecological environment quality during the 14 th Five-Year Plan period and even in the future. Under the background of achieving peak carbon dioxide emissions and carbon neutral in China, the industry of Jiangsu Province is facing not only severe challenges such as industrial structure and energy structure adjustment, but also great opportunities for the rapid development of new energy and emerging industries. In order to take the lead in achieving peak carbon dioxide emissions in Jiangsu Province, it is suggested that the province’s special plan for reaching the peak of carbon dioxide emissions should be studied and implemented as soon as possible, the action of reaching the peak carbon dioxide emissions should be carried out step by step, by region and by industry, the system of "low-carbon industrial structure, low-carbon energy structure and lowcarbon technology structure" should be constructed, and the new mission of "striving to be an example, a demonstration and a leader" should be carried out in Jiangsu Province, it provides a model for the green and low-carbon transformation of the Yangtze River Delta region and explores a new way for the low-carbon development of China.
