摘要
[目的/意义]社会捐赠体系是国家应急物资保障的重要组成部分,当前社会捐赠体系存在信息公开不及时、管理流程不透明等现象,由此造成的社会信任危机成为社会参与应急管理建设进程中的重要阻碍。[方法/过程]设计面向应急物资社会捐赠的区块链平台架构、组织结构和运作模式,重点阐释了基于区块链平台的应急物资社会捐赠体系的关键流程,最后通过一个案例验证了该研究构建的基于区块链的应急物资社会捐赠体系。[结果/结论]通过区块链节点的共同参与和实时维护,可以实现应急物资捐赠信息的及时共享和物资去向的公开透明,解决由于信息不对称造成的社会信任问题,为推进“共建共治共享”新治理格局形成奠定基础。
[Purpose/Significance]The social donation system is an important part of the national emergency supplies guarantee.At present,there are some problems in the social donation system,such as the information disclosure is not timely and the management process is not transparent.The resulting social trust crisis has become the biggest obstacle for the society to participate in the construction of emergency management.[Method/Process]The block chain platform architecture,organization structure and operation mode for social donation of emergency supplies are designed,then the key process of social donation system for emergency supplies based on blockchain platform are explained,and finally an example is given to verify the block chain-based social donation system of emergency supplies was constructed.[Result/Conclusion]Throgh the joint participation and real-time maintenance of blockchain nodes,it can realize the timely sharing of emergency material donation information and the transparency of the whereabouts of materials,solve the social trust problem caused by information asymmetry,and lay the foundation for promoting the formation of a new governance pattern of"co-construction,co-governance and sharing".
