摘要
作为农村现代化治理体系构建的重要内容之一,突发公共卫生事件应急管理能力优化路径选择成为时代议题。文章从多主体协同合作、医疗卫生保障、社会经济平稳、基础设施建设四个维度设计了包含29个细化指标的评价体系,综合运用因子分析法与聚类分析法,尝试对我国31个省份的农村突发公共卫生事件应急管理发展水平进行衡量与分类。结果表明:(1)基于微观视角,各省内部发展不平衡不充分的问题相对普遍,乡村应急管理能力未能实现协同发展,某一维度的短板引发"木桶效应",进而限制整体水平的提升。(2)从宏观视角而言,当前的农村突发公共卫生事件应急管理能力水平在空间维度上暂时呈现出东南部最优、中部次之、西北部落后的由高至低的梯度递减规律,且集聚化特征明显。(3)农村突发公共卫生事件应急管理能力水平与社会经济发展具有较强的内在逻辑联系,"胡焕庸线"两侧的地区存在较强的差异性,欠发达地区的风险应对能力普遍较为落后。
As one of the important contents of the construction of rural modern governance system, the optimal path selection of public health emergency management capability has become an issue of the times. This paper designs an evaluation system with29 detailed indicators from four dimensions of multi-agent cooperation, medical and health insurance, social and economic stability and infrastructure construction, and then comprehensively uses factor analysis and cluster analysis to attempt to measure and classify the development level of rural public health emergency management in 31 provinces of China. The results are as follows:(1) from a micro perspective, the problem of unbalanced and inadequate development within the provinces is relatively common;the rural emergency management capability fails to achieve coordinated development;shortfall in a certain dimension leads to the"cask effect", which further limits the improvement of the overall level.(2) From a macro perspective, the current level of rural public health emergency management capability in the spatial dimension temporarily presents a descending trend from high to low,which is the best in the southeast region, the second in the middle, and the backward in the northwest;the agglomeration characteristics are obvious.(3) There is a strong internal logical correlation between the level of rural public health emergency management capability and social and economic development;there are significant differences between the regions on both sides of"Hu Huanyong Line";underdeveloped regions generally lag behind in dealing with risks.
