浅析构建自然资源要素综合观测网络重要意义 被引量:8

摘要 我国自然资源要素观测网络与美、英、日等主要发达国家相比,建设起步较晚,观测数据主要分散在水利、环境、农业等部委和高校、科研院所,长时间、高质量的数据积累不够,观测网络各自独立,相互间观测内容、尺度、频率等标准不一,数据信息互联互通和共享还有待加强。加强我国自然资源要素综合观测网络建设,是贯彻习近平生态文明思想、山水林田湖草生命共同体理念的需要,对于支撑服务“两统一”管理下的自然资源精细化、智能化管理,为国土空间规划和保护修复提供全面、系统的数据支撑,以及研究解决自然资源领域的重大科学问题、完善自然资源相关理论,都具有重要意义。因此,亟需大力推动自然资源立体综合观测,协同网络建设,强化空天地立体综合观测与“大气-地表-地下”多界面融合观测,探索多站网多部门多学科深度融合共建机制,全面反映国家自然资源态势,切实服务宏观判断和国家重大战略决策。 Compared with the principal developed countries such as the United States,Britain and Japan,China's natural resources comprehensive observation network started late.The observation data are mainly dispersed in the ministries and commissions of water conservancy,environment,agriculture,universities and research institutes.And the accumulation of long-time and highquality data is not enough.The observation networks are independent of each other,the observation content,scale,frequency and other standards are different,and the data information interconnection and sharing still need to be strengthened.Strengthening the construction of natural resource elements comprehensive observation network in China is necessary to implement Xi Jinping's thought on ecological civilization and the concept of life community of mountains,water,forests,fields,lakes and grasses.It is of great significance to supporting the refined and intelligent management of natural resources under the management of"fulfilling the responsibility of the owner of all-natural resources assets such as land,minerals,forests,grasslands,wetlands,water and sea and the responsibility of spatial use control of all national land",to provide comprehensive and systematic data support for territorial spatial planning and conservation and restoration,to study and solve major scientific problems in the field of natural resources,and to improve theories related to natural resources.Therefore,it is urgent to vigorously promote comprehensive three-dimensional observation of natural resources,collaborate with network construction,strengthen comprehensive observation of space-sky-ground and multi-interface fusion observation of"atmosphere-surface-underground",explore the multi-station network and multi-departmental multi-disciplinary in-depth integration and co-construction mechanism,comprehensively reflect the national natural resources situation,and effectively serve macro judgment and major national strategic decisions.
