摘要
2030年实现碳达峰和2060年实现碳中和的战略目标已经成为我国重大国家战略,为我国未来低碳转型发展指明了方向。科技创新和进步,是实现碳中和的助推器,也是战略目标实现的根本保障。在我国长期处于大量且高强度碳排放等诸多现实背景下,二氧化碳捕集、利用与封存(CCUS)技术,通过近年来的研发、试验示范、商业化探索等大量工作,发展势头蓬勃向上。虽有良好开局,但现有碳中和技术仍有不足之处。为此基于CCUS技术发展现状,利用SWOT模型分析了CCUS技术存在的优势、劣势,以及面临的机会和挑战。依据政府、企业、社会三个层面的发展对策,提出了完善法规政策,制定行业标准;强化顶层设计,保障技术创新生命力;促进产学研深度融合,加强国际合作等具体建议。
To realize emission peak in 2030 and carbon neutrality in 2060 have become national major strategy in China,and pointed out the orientation of low carbon transformation development in the future.Technological innovation and progress is the auxiliary booster to realize carbon neutrality,and fundamental guarantee to realize strategic target.Under the long-term,massive and high-intensity carbon emission context in the country,through massive works of research and development,test and demonstration,commercial exploration etc in recent years,the CCUS(carbon capture,utilization and storage)technology development momentum goes up.But behind the favorable start,we also have considered that now available carbon neutrality technology still has deficiencies.On the basis of CCUS technologic development status sorting,through SWOT model the paper has analyzed its strengths,weaknesses,faced opportunities and threats,proposed development countermeasures from government,enterprise and social levels.Finally,the paper has further proposed specific proposals to improve regulatory policies,draft professional criteria,strengthen top-level design,ensure technological innovation vitality,promote industry,education and research deep integration,enhance international cooperation etc.
