摘要
中国双向FDI是建设高水平开放型经济战略的重要一环。文章统一分析双向FDI和雾霾空气污染三者的作用关系,通过收集中国30个省区双向FDI和PM2.5雾霾空气污染指数构建面板数据库,深入研究中国双向FDI对雾霾空气污染的影响效应。结果显示:(1)在短期,IFDI对雾霾空气污染有抑制效应;在长期,IFDI对雾霾空气污染有加剧效应。(2)无论是在短期或是长期,OFDI对雾霾空气污染均具有显著的抑制效应。(3)双向FDI互动调谐程度上升能够显著抑制雾霾空气污染。(4)随着地方经济发展水平的上升,双向FDI互动调谐程度对雾霾空气污染的抑制作用就越强。据此,文章从引导优化IFDI进入模式、加快调整OFDI流出结构以及建立良好市场监管制度三方面提出政策建议。
Promoting high-quality development of two-way FDI is an essential part of the high-level open economy strategy of China. The paper explores the effects of two-way FDI on haze pollution in a unified framework based on the data of 30 provinces in China. The results show that:(1) in the short term, IFDI exerts an inhibitory effect on haze pollution while in the long term, IFDI has an aggravating effect on haze pollution;(2) whether in the short term or in the long term, OFDI exerts a significant negative effect on haze pollution;(3) the increase of interactive tuning degree of two-way FDI could significantly inhibit haze pollution;(4) with the rise of local economic development level, the inhibitory effect of interactive tuning degree of two-way FDI on haze pollution is stronger. Accordingly, this paper puts forward policy suggestions from three aspects of guiding and optimizing IFDI entry mode, accelerating the adjustment of OFDI outflow structure and establishing a good market supervision system.
