人工智能应对突发事件的精准治理:基于“结构—过程”维度的要素分析 被引量:17

摘要 人工智能的技术手段契合突发事件衍生集聚的风险特质,是实现突发事件精准治理的关键之策。突发事件精准治理的“结构—过程”分析框架能够实现静态制度权威、政治权威与动态技术权威的有机融合。从精准治理的结构要素来看,主要是以“风险研判—应急决策—风险防控—责任问责”为主要内容形成的系统治理架构;从精准治理的过程要素来看,主要是“数据信息—逻辑算法—知识管理—智慧治理”为主要程序形成的人工智能动态防控的科学机制。基于“结构—过程”维度的要素分析,能够弥合风险衍生扩张与应急防控资源相对有限的张力,为突发事件精准治理提供一定的理论借鉴。 As its technical means fits the risk characteristics of derivative agglomeration of emergent incidents,artificial intelligence is a key strategy to realize the accurate governance of emergencies.And the“structure-process”analysis framework of precise governance of emergencies can realize the organic integration of static institutional authority,political authority and dynamic technical authority.From the perspective of the structural elements,the system of precision governance is mainly formed with“risk research and judgment-emergency decision-making-risk prevention and control-responsibility and accountability”as the main content.From the perspective of the process elements,precise governance is a scientific mechanism of artificial intelligence dynamic prevention and control produced by the main program of“data information-logic algorithm-knowledge management-wisdom governance”.An element analysis based on the“structure-process”dimension is expected to bridge the tension between risk-derived expansion and relatively limited resources for emergency prevention and control,and provide a certain theoretical reference for the precise governance of emergencies.
