摘要
积极参与高等教育全球治理并发挥建设性作用已成为各主权国家参与国际事务及形塑国际关系的重要路径之一,成为各国不断构建新型多边外交关系的关键基础。建构高等教育全球治理能力体系已成为中国拓展高等教育对外开放格局的应然指向,是中国高等教育国际交流合作发展向度由“向内”朝“内外兼合”转向的重要保证。中国各高校应在充分厘清高等教育全球治理内涵维度及充分透视其现实样态的基础上,扎根于中国文化要素及国情与校情,加快形成中国特有的高等教育全球治理观及方法路径,尤其需聚焦应如何加强中国参与高等教育全球治理的合法性基础、提升参与高等教育国际规则制定的力度、完善高等教育国际援助体系等,为中国建构高等教育全球治理能力体系筑牢内涵基础、观念基础、制度基础、工具基础,更为中国持续完善全球治理能力体系建设提供必要的高等教育支撑。
Actively taking part in the global governance of higher education and playing a constructive role has become one of the important paths for sovereign states to participate in international affairs and influence the shaping of international relations,as well as a key foundation for countries to continuously build new multi-lateral diplomatic relations.Building a global governance capability system for higher education has become the main task for China to expand the pattern of higher education to open to the world and an important guarantee for the development of China's higher education international exchange and cooperation from“inward”to both“inward and outward”.To achieve this goal,firstly,China's universities should fully clarify the connotations of the global governance of higher education and spot its essence.Besides,rooted in Chinese cultural elements,national conditions and university conditions,it is necessary to accelerate the formation of China's unique concepts and methods in governing world higher education affairs.It is especially worthy of attention on how to strengthen the legal basis of China's participation in the global governance of higher education,increase the strength in formulating the international rules for higher education,and enhance the international assistance system for higher education.All these efforts will lay a solid foundation,either on prompting the significance,concept,system or on creating more tools,for China to build the global governance system in higher education,which will eventually provide essential support from higher education for China to construct a full-fledged global governance capability system.
