摘要
地方本科高校转型发展是打造中国经济升级版的战略支撑,是高等教育分类改革的战略切入口,是建设现代职业教育体系的重要举措,是构建人才培养立交桥的重要环节。当前,地方本科高校分类转型发展普遍存在国家政策体系尚未形成合力、地方政府统筹亟需实质推进、转型主体意识有待着力强化等问题。要切实推进地方本科高校分类转型发展,应在国家层面坚持政策体系的一体化设计,在地方层面强化协同引导的区域性统筹,在高校层面彰显办学主体的市场化地位。
The transformation of local undergraduate colleges and universities is a strategic support to build an upgraded version of China’s economy,a strategic starting point of the classified reform of higher education,an important measure to build a modern vocational education system and an important link to build a talent cultivation overpass.At present,there are many problems in the classified transformation of local undergraduate colleges and universities,such as the national policy system has not yet formed synergy,the coordination of local government needs to be promoted in essence and the consciousness of transformation subject needs to be strengthened.In order to effectively promote the development of classified transformation of local undergraduate colleges and universities,we should adhere to the integrated design of policy system at the national level,strengthen the regional coordination of collaborative guidance at the local level and highlight the market status of the main body of running a school at the university level.
