摘要
公务员职务与职级并行制度的提出与全面推广是新时代深化公务员分类改革、健全公务员激励保障机制的重要举措,在推进国家治理能力和治理体系现代化进程中发挥着举足轻重的作用。该制度突破了传统单轨道晋升的逻辑,完善了职级晋升的条件,整合了多项改革措施,凸显出改革的人本导向、激励导向与系统思维。制度实施总体上取得了良好效果,但仍存在职级晋升向基层倾斜力度不足、晋升的竞争性条件的考核机制不完善、职务和职级并行晋升的协同性不足等问题。要通过优化职级晋升机构、完善公务员绩效考核机制、加强职务与职级并行晋升的协同发展、强化相关保障机制,实现制度优势的长效发挥。
The proposal and comprehensive promotion of the system of parallel posts and ranks of civil servants is an important measure to deepen the classification reform of civil servants and improve the incentive and guarantee mechanism of civil servants in the new era.It plays an important role in promoting the modernization of national governance capacity and governance system.The system breaks through the traditional logic of the single-track promotion,improves the conditions of rank promotion,integrates a number of reform measures,and highlight the reform people-oriented,incentive-oriented and systematic thinking.The implementation of the system has generally achieved good results,but there are still problems,such as the insufficient inclination of rank promotion to the grassroots level,the imperfect assessment mechanism of competitive conditions for promotion,and the insufficient coordination in parallel promotion of positions and ranks.We should optimize the promotion institutions of ranks,improve the performance evaluation mechanism of civil servants,promote the coordinated development of the parallel promotion of posts and ranks,and strengthen the relevant guarantee mechanism,so as to achieve the long-term exertion of the institutional advantages.
