摘要
以2009~2017年"双一流"高校为研究对象,运用网络SBM-Malmquist指数模型对其科技成果转化效率进行测度和分析,进而构建动态门槛面板模型实证检验互联网发展水平对于"双一流"高校科技成果转化效率的影响。结果表明:我国"双一流"高校科技成果转化效率整体呈现上升趋势,且受到前期转化效率、人才质量、经费质量、经济发展水平及法律法规的正向影响;互联网发展水平对于"双一流"高校科技成果转化效率存在边际效应递增的非线性影响。基于此,提出加强人才、经费质量发展以及推动"互联网+"深度融合等政策建议。
Taking the″Double First-class″universities from 2009 to 2017 as the research object,this paper uses the network SBM Malmquist index model to measure and analyze the transformation efficiency of scientific and technological achievements.And then,it constructs a dynamic threshold panel model to empirically test the impact of Internet development level on the transformation efficiency of scientific and technological achievements of″Double First-class″universities.Results show that,the overall transformation efficiency of scientific and technological achievements of″Double First-class″universities in China shows a slight upward trend,and is positively affected by the transformation efficiency,talent quality,funding quality,economic development level and laws and regulations.The level of Internet development has a nonlinear impact on the efficiency of scientific and technological achievements transformation of″Double First-class″universities.Based on these,it puts forward policy proposals to strengthen the development of talents and funds quality and promote the deep integration of Internet plus.
