摘要
PPP项目私人部门通过再融资可能会获得过多收益,从而影响项目物有所值、损害公众利益并且增加公共部门风险,因此再融资收益应该在公私双方之间进行合理分配。研究哪些因素会影响PPP项目的再融资收益分配,对于解决再融资收益的合理分配问题具有重要意义。文章基于现有的文献,识别出了影响再融资收益分配的4类13项因素,然后对PPP资深专家分别进行半结构化访谈,整理出9万余字的访谈记录。通过描述性分析方法,对不同背景专家对各因素的评价分别进行统计分析,并进行一致性检验。通过本研究,得到了PPP项目再融资收益分配的影响因素,并分为3个重要等级,分别是关键影响因素共3项、一般重要因素共8项以及不重要影响因素共2项。研究结果可为公私双方制定再融资收益分配方案提供决策依据。
Refinancing of PPP projects is a way to increase returns.By refinancing the private sector may gain too much income,which will affect the value of the project,harm the public interest and increase the risk of the public sector.Therefore,refinancing income should be reasonably distributed between public and private parties.Studying what factors will affect the distribution of refinancing income of PPP projects is of great significance for solving the problem of reasonable distribution of refinancing income.Based on the existing literature,this study identified 4 types of 13 factors that affect the distribution of refinancing income,and then conducted semi-structured interviews with senior PPP experts,and compiled interview records of more than 90000 words.Through the descriptive analysis method,the evaluation of each factor by experts from different backgrounds is statistically analyzed and the consistency test is carried out.Through this research,the influencing factors of PPP project refinancing income distribution are obtained,and they are divided into three important levels,including 3 key influencing factors,8 general important factors,and 2 unimportant factors.The research results can provide decision-making basis for public and private parties to formulate refinancing income distribution plans.
