摘要
合作是合作治理中公私部门实现互动的主要形式。然而,由于政府部门与私营部门在组织属性、价值取向等方面的差异,其合作的同时也存在博弈的一面。有约束力的合作协议、与贡献率相符的合作得益分配方式是促进合作治理中公私部门由合作博弈走向激励相容的两个核心要素。为实现私营部门逐利动机与公共价值的绑定,需要从私营部门裁量权的有限共享、合作协议设计中的激励与问责、与贡献率相符的合作得益分配三个维度建构本土化公私部门合作治理的激励相容性主体关系。
Cooperation is the main form of interaction between public and private sectors in collaborative governance.However,due to the differences in organizational attributes and value orientation between government and private sectors,there is also a game side in their cooperation.Binding cooperation agreement and the distribution of cooperation benefits consistent with the contribution rate are the two core elements to promote the public and private sectors from cooperative game to incentive compatibility in collaborative governance.In order to realize the binding of private sector profit seeking motivation and public value,it is necessary to construct the incentive compatible subject relationship of localized public-private sector collaborative governance from three dimensions:the limited sharing of private sector discretion,the incentive and accountability in the design of cooperation agreement,and the distribution of cooperation benefits consistent with the contribution rate.
