摘要
近年来东北地区逐渐坠入经济发展质量的谷底,而集聚不经济是导致低质量发展的重要原因。以东北地区集聚不经济的典型事实为研究起点,从理论上对集聚经济与高质量发展的关联性进行了剖析,并以东北地区经济发展状况的系统分析为基础,从经济结构、发展优势、体制机制、营商环境四个方面提出了有针对性的研究思路。研究发现:东北地区集聚现象要引致经济高质量发展,需要同时满足经济结构合理、发展优势持续、体制机制活跃、营商环境良好四类条件,具体可以通过优化固定资产投资结构、吸引结构短板类型产业、破除僵化低效体制藩篱、大兴工业企业改革发展集聚试验田,来实现经济结构、发展优势、体制机制、营商环境的转向,从而避免集聚不经济产生几何加速作用,并最终实现高质量发展。
Northeast China has gradually fallen into the bottom of economic development quality in recent years, and agglomeration diseconomy is an important reason for the low-quality development. Starting from the typical facts of agglomeration diseconomy in Northeast China, this study theoretically analyzes the relevance between agglomeration economy and high-quality development, and based on the systematic analysis of economic development in Northeast China, puts forward targeted research ideas from the four aspects of economic structure, development advantage, system mechanism and business environment. The results show that Northeast China agglomeration leading to high-quality economic development needs to meet the following four conditions simultaneously: reasonable economic structure, sustainable development advantage, active system and mechanism, and good business environment. Specifically, the transformation of economic structure, development advantage, system and mechanism, and business environment can be realized by optimizing the investment structure of fixed assets, attracting the structurally needed industries, breaking the barriers of rigid and inefficient system, carrying out large-scale industrial and enterprise reform vigorously and developing agglomeration experimental field so as to avoid the geometric acceleration effect of the agglomeration diseconomy and ultimately achieve high-quality development.
