摘要
基层人民政协在国家治理现代化建设中日益呈现出重要的治理价值,但受内部组织结构不完整、外部治理机制不健全等因素的掣肘,其陷入“组织悬浮”等治理困境,从而弱化了自身参与国家治理的能力。通过梳理民族地区X县人民政协推动“协商在一线”治理工作实践发现,在不断加强和完善党的领导、始终牢记人民利益至上初心、因地制宜创新工作方式方法、充分发挥专门协商组织效能的基础上,人民政协能够呈现出较好的治理效能,成为国家治理体系的重要组成部分。同时,通过完善组织内部资源结构、调适外部条块关系、创新治理机制等路径,人民政协可以进一步化解现有的治理困境,提升自身在国家治理现代化实践中的治理效能。
The Chinese People’s Political Consultative Conference(CPPCC)at grass-roots level has increasingly taken on important functions of governance value in the modernization of national governance.However,being hampered by such factors as incomplete internal organizational structure and imperfect external governance mechanism,it falls into the governance dilemma of“organization levitation”,which weakens its capacity for national governance.Through combing the Chinese People’s Political Consultative Conference of X county in ethnic regions to promote“consultation on the front line”governance practice,it has been found out that the Chinese People’s Political Consultative Conference can work with better governance efficiency,thus becoming an important part of the national governance system on the basis of constantly strengthening and improving the leadership of the party,keeping in mind the original aspiration of putting the people’s interests first,innovating working methods in the light of local conditions,and giving full play to the effectiveness of specialized consultative organizations.At the same time,by improving the internal resource structure of the organization,adjusting the external hierarchical relationship and innovating the governance mechanism,the Chinese People’s Political Consultative Conference can further resolve the existing governance dilemma and enhance governance efficiency in the practice of the modernization of national governance.
