摘要
乡村振兴战略是我国“三农”工作的总抓手。基于政策工具视角,采用文献计量和内容分析法,分析我国中央部委发布的46份乡村振兴政策文件,构建出政策目标、政策工具和政策主题特征的三维分析框架,并对样本中640条政策条文编码加以量化分析。研究发现,在中央部委发布的乡村振兴政策文件中,环境型政策工具占主导,供给型政策工具使用较少,而需求型政策工具使用不足。此外,不同政策目标维度的政策工具使用数量差异较大,而政策主题特征中高频主题词之间具有较强相似性和关联性。因此,建议在充分发挥环境型政策工具的同时,兼顾供给型政策工具和需求型政策工具的协同使用,尤其要提升需求型政策工具的使用,在不同政策目标特点基础上,差异化使用乡村振兴政策工具。
The strategy for rural revitalization is the overall starting point of China’s work related to agriculture, rural areas and farmers. Based on the perspective of policy instruments, 46 rural revitalization policy documents, issued by the central ministry of China, were studied, using the bibliometric method and content analysis method. A three-dimensional analysis framework of policy objectives, instruments and theme characteristics was constructed and 640 political terms were coded and quantiatively analyzed. It could be found that in the rural revitalization policy documents, environmental policy instruments were used the most, supply-based policy instruments were used less and demand-based policy instruments were seriously under-used. In addition, there were great differences in the number of policy instruments used in different policy objective dimensions, while there were strong similarity and relevance among highfrequency subject terms in the characteristics of policy themes. Based on this, it was recommended to make full use of environmental policy instruments, and at the same time to take into account the use of supplybased policy instruments and demand-based policy instruments, especially demand-based policy instruments.It was also recommended that rural revitalization policy instruments should be used separately in terms of different characteristics of different policy objectives.
