摘要
按照“十四五”时期要贯彻“一条方针”、做好“两个统筹”、推进“一项改革”、坚持一个“总基调”的水利高质量发展总体思路,系统分析了新疆水利存在的问题,重点从加快构建水资源优化配置格局、统筹生产、生活和生态用水、着力补齐水利基础设施短板、建立健全监管制度体系等方面探讨了“十四五”时期新疆水利高质量发展的对策措施和建议。
This paper systematically analyzes the existing problems of water conservancy in Xinjiang in accordance with the overall idea of high-quality development of water conservancy promoted in the“14th Five-Year Plan”and discusses the countermeasures and suggestions for high-quality development of water conservancy during the“14th Five-Year Plan”focusing on speeding up the construction of an optimized allocation system of water resources,coordinating production,domestic and ecological water supply,improving the water conservancy infrastructure,and establishing and perfecting the supervision system.
