摘要
民间教育的实施主体是独立于政府组织之外的社会组织与个人,民间教育属于社会体系中的教育交流行为。民间教育组织是这种教育交流行为的主体,具有规范性、非政府性、自主性的特征。民间教育组织伴随着改革开放不断发展,其历史演进分为起步期、上升期和规范期。民间教育组织的发展演进呈现出官民二重性、自主性、非营利性、营利性的一般特征,以及渗透性、大众性、多样性的特殊特征。以政府与社会组织的关系为切入点,按照民间教育组织的发展路径,将民间教育组织划分为政府主导型、政府推动型和民间自主型三种类型。民间教育组织的发展壮大,是政府与市场两种教育文化交流形式的重要功能性修正和补充。
The implementation subject of non-governmental education is social organizations and individuals independent of government organizations.Non-governmental education belongs to the educational exchange behavior in the social system.It is non-governmental educational organizations that are the main body of this educational communication,which is normative,non-governmental and autonomous.With the constant development of reform and opening up,the historical evolution of non-governmental educational organizations is divided into initial stage,rising stage and normative stage.There are two types of characteristics of the development and evolution,the general type and special type.The general one presents the characteristics of duality of officials and folk,autonomy,non-profit and profit.The special type of characteristics demonstrates permeability,popularity and diversity.Taking the relationship between the government and social organizations as the starting point,non-governmental educational organizations are divided into three types which are government led,government promoted and non-governmental independent according to the development path of non-governmental educational organizations.The development and growth of non-governmental educational organizations is an important functional amendment and supplement to the two forms of educational and cultural exchanges between the government and the market.
