摘要
生态产品的价值实现是绿水青山转化为金山银山的重大关键性问题。生态产品是需要通过投入人类劳动及物质资源生产的最终产品或服务,具有整体性、公共性、外部性、时空可变性特征。生态产品价值可通过价值理论、环境经济学理论、外部性理论等来阐释,其构成呈现多样化的发展趋势。当前生态产品价值实现在政策保障、资金支持、交易价格、补偿机制等方面存在问题,应构建以政府为主导,交易市场、企业、提供者、受益者等参与的生态产品价值实现路径。
The value realization of ecological products is a key issue in turning"lucid waters and lush mountains"into"invaluable assets".Ecological products are the final products or services which need to be produced through the investment of human labor and material resources.They are characterized by integrity,publicity,externality and temporal and spatial variability.The value of ecological products is mainly interpreted by the value theory,the theory of environmental economics,the externality theory and so on.At present,there are some problems with regard to the value realization of ecological products,including the problems of policy guarantee,financial support,transaction price,compensation mechanism and so on,which makes it necessary to construct the path of value realization that is led by the government and participated by the trading market,enterprises,providers and beneficiaries.
