摘要
稀土资源是世界公认的关键矿产资源,也是中国的优势矿产,高效利用稀土资源不仅关系到稀土企业的利益,也关系到稀土产业的发展和国家的资源安全。通过构建AHP-熵权法的综合评价模型和实物期权理论的投资决策模型可以评价白云鄂博稀选尾矿氧化钪综合利用项目的技术可行性和经济可行性。结果表明,相对于传统的提钪方法,该项目在生产效率、废弃物排放等层面具有明显优势,在相同情况下产能更大、环境危害更小,技术上具有可行性;该项目的全部价值为16.66亿元,ENPV>0,说明该项目在经济层面也具有可行性。
Rare earth resources are recognized as the critical mineral resources in the world, also the advantage minerals in China. How to efficiently use rare earth resources not only concerns the interests of rare earth enterprises, but also concerns the rare earth industrial development and the national resource security.This paper constructs a comprehensive evaluation model based on AHP-entropy weight method and an investment decision model based on real option theory to evaluate the technical feasibility and economic feasibility of comprehensive utilization project of scandium oxide of Bayan Obo tailings. Research shows that compared with the traditional method, the project has remarkable advantages in production efficiency, waste discharge and other respect. Under the same circumstances, the project is more productive, less harmful to the environment. Therefore, the project is technically feasible. The total value of the project is 1.666 billion yuan and ENPV is greater than zero, so it is confirmed that the project is economically feasible.
