摘要
以陕西省为例研究区域绿色发展效率问题并建立绿色发展效率评价指标体系。运用超效率SBM模型测算出2001—2018年陕西省及10个地级市的绿色发展效率,通过计算Global-Malmquist指数对各年份绿色发展效率的变化进行深入分析和评价。选取2001年、2010年和2018年陕西省绿色发展效率值的截面数据,绘制陕西省绿色发展效率时空分异图,纵向观察陕西省各地级市绿色发展效率的空间变化情况。研究结果表明:陕西省绿色发展效率整体处于中高水平,个别地级市绿色发展效率值不升反降;2001—2018年,陕西省绿色发展高效率区域逐渐由北向南转移,呈现两极分化的趋势,结合研究结论提出相关建议。
The 19 th Communist Party of China National Congress make it clear that advancing the cause of socialism with Chinese characteristics with the overall layout of"five in one"is a new strategic plan for China’s socialist modernization drive.Ecological construction and green development have become strategic measures to build a beautiful China and form a unique pattern of harmonious development between human and nature.How to achieve regional green growth has become an issue of widespread concern and research by scholars.Green development efficiency is an important indicator reflecting the level of urban green development.With the deep integration of the concept of green development in guiding urban economic and social practices,improving the efficiency of green development has become a meaningful way to achieve regional ecological civilization construction and economic transformation and development.Taking Shaanxi province as a case to study the problems of regional green development efficiency and establishes the evaluation index system of green development efficiency.Calculate the green development efficiency of Shaanxi province and ten prefecture-level cities from 2001 to 2018 by using the super-efficiency SBM model and make an in-depth analysis and evaluation of the change of green development efficiency in each year by using the Global-Malmquist index.At the same time,select the cross-section data of green development efficiency value of Shaanxi Province in 2001,2010,and 2018 to draw the spatial and temporal differentiation map of green development efficiency of Shaanxi province,and examined the spatial variation of green development efficiency of each prefecture-level city in Shaanxi province through longitudinal observation.The results show that the overall level of the green development efficiency of Shaanxi province is in a medium and high state,but the value of the green development efficiency of some prefecture-level cities does not increase,however,it decreases.From 2001 to 2018,the high-efficiency areas of green development in Shaanxi province gradually shifted from north to south,showing a polarization trend.Based on relevant research conclusions,putting forward policy suggestions for improving the efficiency of green development in the future.Combining relevant research conclusions and recommendations to improve the level of regional green development,we must pay attention to the role of technological innovation and application in promoting regional green growth,and strictly prevent and control the redundant investment in science and technology.It is necessary to uniformly deploy green development and high-efficiency demonstration and leading cities,give full play to the radiating and leading role of high-efficiency areas,and promote green and coordinated development between cities;it is necessary to improve further the modernization of the regional green development governance system and governance capabilities.
