摘要
面对全球碳市场结构性变局压力,我国碳达峰、碳中和目标下顶层规划的快速推进,我国碳市场构建步伐不断加快。油气和石化产业是传统高耗能、高排放产业,"十四五"期间将加快融入全国碳市场,迎来产业发展的命运关口。一方面是贯彻落实"四个革命、一个合作"能源安全新战略、保障国家能源安全和重要化工原材料供给的政治责任;另一方面是锚定碳达峰、碳中和"30·60"战略目标、加快节能减排低碳发展的现实压力,传统油气和石化产业亟需加快转型发展、低碳发展、高质量发展,采取更加积极有效的措施应对大变局时代的到来。
Facing the pressure of structural change of global carbon market, following the rapid promotion of top planning under China’s carbon peak and carbon neutralization goal, the building step of China’s carbon market is continuously accelerating. Oil & gas and petrochemical industry is traditional high energy consumption and high emission industry, and will accelerate to integrate into nationwide carbon market during the 14 th Five-Year Plan, ushering in the fate of industrial development. On the one hand, we should implement "Four Revolutions and One Cooperation" energy security strategy and political responsibility to guarantee energy security and major industrial chemicals supply. On the other hand, we should anchor carbon peak and carbon neutralization "30·60" strategic target, accelerate realistic pressure of energy saving and emission reduction and low carbon development. Traditional oil & gas and petrochemical industry is badly in need of accelerating transformational development, low carbon development and high quality development, and taking more active and effective measures to cope with the coming of the times of great changes.
