摘要
在2017-2019年冬季中国北方地区天然气需求高峰季节,广东省一直作为天然气资源省份,通过"南气北上"支援北方,但2020年冬季,广东省首次出现天然气供不应求的局面。原因包括:天然气需求激增,供需信息存在偏差,广西LNG接收站因事故停运,天然气存储设施和调峰能力不足等等。为进一步完善产供储销体系建设,广东省需要建立多维度系统性的保障机制。建议建立和完善经济与能源监测体系以预测市场需求变化;加强市场化引导,理顺产业链关系;提高基础设施保供调峰能力;建立冬季资源保障机制,以及新建更多LNG接收站等。在新增天然气基础设施投产前,阶段性供需紧张只能依靠优化管理和理顺产业链的方式解决。天然气行业内各单位应未雨绸缪,提早规划落实第二年冬季用气需求,保证冬季供气和用气工作平稳对接。
In the peak time of natural gas consumption in north China during the winter of 2017-2019, Guangdong province has always been a natural gas outputting province and supported north China by"south to north"project. However,Guangdong province first appeared natural gas supply tension in the winter of 2020 and the reasons include the sharply growth of natural gas, the expectation deviation between supply and demand, the operation suspend of Guangxi LNG terminal due to accidents, and the insufficient natural gas storage facilities and peak shaving capacity. In order to further improve the construction of production, supply, storage and sales system, Guangdong province should establish a multi-dimensional and systematic guarantee mechanism, which includes improving economic and energy monitoring system to predict market demand changes,strengthening market guidance, sorting out the relationship between industrial chains, improving the capacity of infrastructure to ensure supply and peak regulation, establishing a winter resource guarantee mechanism, and building more LNG terminals.Before the new natural gas infrastructure is put into operation, the periodic supply and demand shortage can only be solved by optimizing management and straightening out the industrial chain. All parties in natural gas industry should take precautions of gas preparing and bridge the gap between demand and supply in next winter.
