摘要
文章在理论分析的基础上,抓住营商环境改进与科技人才集聚度提升的相关性,运用Stata16.0,采用脉冲响应函数和GMM估计方法检验营商环境改进对科技人才集聚提升的动态影响.研究发现:营商环境改进对科技人才集聚度提升在初期有正向影响,中期存在“震荡过渡期”,后期形成长期稳定的人才集聚效应;在长期内科技人才集聚自身存在的惯性远大于其他因素的影响.文章最后提出了改善营商环境和提高科技人才集聚度的相关建议.
On the basis of theoretical analysis,the present paper focuses on the correlation between the improvement of business environment and the concentration of Sci-Tech talents,using the Stata16.0 and impulse response function and GMM estimation method to test the dynamic impact of the improvement of business environment on the concentration of Sci-Tech talents.It is found that there is a“shocking transition period”in the middle stage,and a long-term and stable talent gathering effect in the later stage;the inertial effect of Sci-Tech talent gathering itself is far greater than that of other factors.Some suggestions are put forward to improve the business environment and increase the concentration of Sci-Tech talents.
