摘要
政府信任在社会信任系统中处于核心地位。风险社会理论是以自反性现代化为理论基础,对西方工业现代化及其带来的负面后果进行的系统阐述,为理解公共卫生风险缘起和影响提供了一个新的分析框架。在风险社会理论视域下,分析公共卫生风险的不确定性与现代性对政府信任的叠加挑战,通过开启政府风险界定新选项树立政府风险界定权威,厘清公共卫生风险中政府行政责任并确定政府角色,破除风险信息披露和沟通过程中的梗阻,构建个体、组织、政府多元公共卫生风险应急管理体系等路径重新建构政府信任,对提高国家风险治理现代化水平具有重要现实意义。
Trust in governments is in the core of social trust system.Taking the reflexive modernization as its theoretic base,risk society theory expounds systematically the western industrial modernization and its negative consequences,and offers a new analytical framework to understand the causes of public health risks and their influence.From the perspective of risk society theory,the article analyzes the challenges for trust in governments imposed by the uncertainty and modernity of public health risks.Governments'risk identification authority should be established through governments'risk identification options;governments'administration responsibility should be clarified and governments'role should be defined;the obstruction in risk information disclosure and communication should be cleared;the public health risk emergency management system of individuals,organizations and governments should be constructed;and all these solutions are of great practical significance to reconstruct trust in governments and improve the modernization level of national risk governance.
