摘要
在郑万、防东等10个在建铁路项目隧道混凝土用量控制专项调研的基础上,分类、归集问题,认真梳理铁路行业造价体系对隧道砼损耗的相关政策,分析隧道砼理论"合理损耗水平";全面检视体制机制、组织管理、技术管控、劳务分包、合同履约等方面存在的主客观制约因素,找出找准问题,理清隧道砼超耗问题根源及企业或项目在机制体制、管理精细化等方面的短板,聚焦技术、经济、管理综合分析,提出控制超耗的可行性建议措施,助力隧道项目提质增效。
Based on the special research on the control of tunnel concrete consumption of Zhengzhou-Wanzhou Railway,Fangchenggang-Dongxing Railway and other 10 railway projects under construction,this study analyzes the"reasonable loss level"of tunnel concrete theory by classifying the problems and carefully combing relevant policies and regulations of the railway industry cost system on tunnel concrete loss,and then it comprehensively reviews the subjective and objective restraining factors in system mechanism,organization management,technical control,labor subcontracting,contract performance and other aspects to find out the problems,clarify the root causes of tunnel concrete overconsumption and shortcomings of enterprises or projects in the aspects of mechanism system,refined management and so on.Byfocusing on the comprehensive analysis of technology,economy and management,some feasible suggestions and measures are put forward to control the excess consumption,which is helpful to improve the quality and efficiency of the tunnel project.
