农村土地新型集体经营模式分析

摘要 集体经营是农村土地集体所有制实现形式之一。近年来兴起的塘约道路属于农村土地新型集体经营模式,其典型特征是集体所有权主导型结构激励。这种模式在实践中产生了较高的资本收益率和资本收益总额,促进生产力得到较大发展,降低了市场型交易成本,但也存在较高的政治型交易成本和管理型交易成本。较高的政治型交易成本和管理型交易成本有可能阻碍新型集体经营模式的推广,降低土地经营产权效率。在深化农村集体产权制度改革背景下,大力发展新型农村集体经济需要注意上述问题。 The collective management is one of the forms of rural land collective ownership. The tangyue road rising in recent years belongs to the new collective management mode of rural land,whose typical feature is collective ownership oriented structural incentive. In practice,this mode produces a higher rate of return on capital and total capital income,promotes the greater development of productivity and reduces market-oriented transaction costs. However,there are also higher political transaction costs and management transaction costs. Higher political transaction costs and management transaction costs may hinder the promotion of the new collective management mode and reduce the efficiency of land management property rights. Under the background of deepening the reform of rural collective property rights system,we should pay attention to the above problems in vigorously developing the new rural collective economy.
