摘要
基于创新价值链视角,将福建省高技术产业创新过程划分为创新转换和创新转化两个阶段,采用超效率DEA和Malmquist指数分析模型,对2008—2018年福建省9个地级市的高技术产业创新效率进行静态和动态分析。结果显示:福建省高技术产业创新价值链上两阶段的创新效率存在显著差异,创新转化阶段效率稳步提升,创新转换阶段效率逐年下降;各地级市创新转换效率和创新转化效率的发展水平存在较大差异,两阶段创新效率发展不平衡;福建省高技术产业创新转换效率的下降主要归因于基础创新技术水平的“相对退步”,创新转化效率的稳步提升要归因于创新资源的有效配置。
Innovation of Fujian s high-tech industry in China is divided into a two stage process of innovation and commercialization,to analyze the innovation efficiency of Fujian s high-tech industry from the perspective of the innovation value chain.The study uses the super-DEA model and Malmquist index model to estimate the two-stage innovation efficiency and total factor productivity of the high-tech industry s innovation value chain of nine cities in Fujian Province from 2008 to 2018 with dynamical and static analysis.The research shows that there are significant differences in the innovation efficiency of the high-tech industries in Fujian Province on the innovation value chain.While efficiency at commercialization stage goes up,that at innovation stage goes down steadily.The development levels of innovation efficiency vary greatly with different cities,and between innovation and commercialization.The decline of innovation efficiency of high-tech industries in Fujian Province is mainly due to the relative decline of the level of basic innovation technology,while the steady rise of commercialization efficiency mainly attributes to the effective allocation of innovation resources.
