基于生态保护与修复理念的海洋空间规划的思考

摘要 海洋是国土空间的重要组成部分之一,对海洋空间的规划,既是实现海洋空间管控的重要工具,也是国土空间规划实施的重要单元。为促进我国海洋空间规划体系建设,本研究旨在分析国土空间规划背景下海洋空间规划面临的主要挑战,思考如何将生态文明建设背景下的生态保护与修复的理念融合且运用到海洋空间规划实践中,最终为构建科学且具有较强可操作性的海洋空间规划体系提供借鉴。研究认为,未来的海洋空间规划须准确把握海陆空间治理的整体性和独立性,基于保护和修复理念,将生态保护和修复区域纳入海洋空间格局划定中,进行发展方向和管制原则设计,最终促进陆海统筹,实现“多规合一”,促进陆海一体化发展和保护,为推动碳中和目标的实现和海岸带生态系统保护修复提供坚实保障。 The ocean is one of the important components of the territorial space.The marine space planning is not only an important tool for realizing ocean space management and control,but also an important unit of the implementation of the territorial space planning.In order to promote the construction of marine space planning system in China,this research aimed to analyze the main challenges faced by marine space planning in the context of territorial spatial planning.This paper integrated the concepts of ecological protection and restoration in the context of ecological civilization construction and applied them to the practice of marine space planning,therefore to ultimately provide a reference for the construction of a scientific and operational marine space planning system.Researchers believed that future marine space planning must accurately grasp the integrity and independence based on the governance of land and sea.Based on the concept of protection and restoration,the development direction and control principles are designed,and ecological protection and restoration zone shall be summarized in the marine spatial pattern delineation.Ultimately,it will promote the overall planning of land and sea,achieving multi-plan regulation,and promote the integrated development and protection of land and sea,to provide a solid guarantee for the realization of the goal of Carbon Neutrality and the protection and restoration of coastal ecosystem.
