摘要
“一带一路”倡议为非洲国家改变困境带来了更多、更广泛的机会和平台。基础设施互联互通是“一带一路”建设的优先领域,非洲地区有着巨大的基础设施建设需求,但也存在巨大的投融资缺口。中国是非洲国家基础设施领域最大的承建方和融资方,中非基础设施合作成绩斐然,但也存在市场竞争日趋激烈、无序,企业盈利大幅下降,营商环境欠佳,企业经营障碍重重,融资渠道单一,融资成本高等突出问题。当前受新冠肺炎疫情影响,国际经济政治格局发生深刻调整,传统的中非基础设施合作模式已不适应新形势要求,而且受到“逆全球化”、地缘政治竞争、绿色可持续发展等方面的挑战。为此需要加强“一国一策”顶层设计,优化战略布局,探索合作共赢新机制,构建可持续的投融资体系;企业也应深化“本土化”经营策略,加强履行社会责任,贯彻新发展理念以实现绿色可持续发展,从而破解发展瓶颈,推进“一带一路”高质量发展。
“The Belt and Road”initiative has brought more and broader opportunities and platforms for African countries to change their plight.Infrastructure interconnection is in the priority area of“the Belt and Road”construction and Africa has a huge infrastructure construction demand,but there is also a huge investment and financing gap.China is the largest contractor and financier in the field of infrastructure in African countries.China-Africa infrastructure cooperation has achieved remarkable results,but there are also increasingly fierce and disorderly market competitions,corporate profits have fallen sharply,the business environment is not good,and business operations have many obstacles,there are some outstanding issues such as Single financing channels and high financing costs.Currently affected by the COVID-19,the international economic and political landscape has undergone profound adjustments and the traditional China-Africa infrastructure cooperation model has not adapted to the requirements of the new situation,it is also challenged by“anti-globalization”,geopolitical competition,and green sustainable development.Therefore,it is necessary to strengthen the top-level design of“One country,One policy”,optimize the strategic layout,explore new mechanisms for cooperation and win-win,and build a sustainable investment and financing system;enterprises should also deepen“localized”business strategies,strengthen the fulfillment of social responsibilities,and implement The new development concept is to achieve green and sustainable development,so as to break the development bottleneck and promote the high-quality development of“the Belt and Road”.
