摘要
对沈阳市D社区进行实地调研与个案深描,基于扎根理论对小区改造的实践者、小区居民等进行访谈,构建保障型物业主导下的老旧小区改造的模式框架;探析保障型物业小区改造存在的困境:参与主体缺位,筹资渠道单一,改造方案遗漏,形式主义桎梏和管理维护欠缺等;提出走出困境的策略:充分发动群众、调动群众积极性,建立协作机制、实现共治共享,建立议事机制、完善维护体系等。
Based on the grounded theory,this paper constructs the mode framework of the old community reconstruction led by the welfare type of property management through field investigations and in-depth descriptions of individual cases of D community in Shenyang,as well as interviews with community residents and renovation practitioners.It believes that the dilemma of transformation includes the absence of participants,single financing channels,incomplete transformation plans,formalism shackles,and lack of management and maintenance.It puts forward strategies for getting out of the dilemma,which is to fully mobilize the enthusiasm of the public,establish a mechanism for discussion and coordination,realize co-governance and sharing,and improve the maintenance system.
