摘要
以中国知网作为样本来源数据库,运用文献计量学,对2010—2020年政策执行研究论文进行文献综述与可视化分析,展现中国政策执行研究的全新图景、演化特征与未来展望。结果显示:政策执行偏差研究、政策执行影响因素、政策执行效果研究、政策执行工具研究是热点研究议题,乡村政策与教育政策是热点研究领域;演化特征包括研究主体从中央到地方的下沉、研究视角从理论到应用的内卷、研究范围从孤立到联结的溢散;未来研究方向主要从国家治理体系建设、府际网络关系影响、基层治理困境突围、执行能力提升机制设计四个层面出发,探讨政策执行在其中的角色与作用。
In order to demonstrate the research status,development and prospect of policy implementation in China,this paper,by using a bibliometrical method,conducts a review and visualized analysis based on literature from CNKI(2010—2020)as a database.The results show:the deviation,influencing factors,effects and tools selection of policy implementation are hot topics and rural policy and educational policy are most focused research areas;The characteristics in the development of policy implementation research in China include changes from central to local in terms of research subjects,from theory to application in research perspective,and from isolated to interconnected topics from in research scope.Future research will focus on the role of policy implementation in four aspects:national governance,inter-governmental network,grassroots governance and mechanism design.
