摘要
“蓝点网络”计划是2019年后美国参与大国海外基础设施建设竞争的一种新举措,已经显著影响拜登政府海外基础设施建设体系的建构。美国试图立足该计划与日本、澳大利亚等国联合争夺印太地区基建领域的主导权,鼓吹新型基建标准和规范,激励私人资本参与,争夺地区目标国支持,组团对冲“一带一路”,拓展美国的地区影响力。从政策设计角度来看,“蓝点网络”计划显示出其在项目整合、战略体系、遏制中国、构建基建体系等方面的政策意图,但同时,它也在实践中面临多重约束。当前拜登政府已经延续并升级了该项计划,很可能会对“一带一路”倡议、大国竞争和地区安全造成潜在影响。在美国寻求对华战略竞争的背景下,中国需要严肃应对“蓝点网络”计划带来的影响,只有主动在基建实践、相关规则和关系重构方面做出调整,“一带一路”倡议和中国基建外交才能行稳致远。
The Blue Dot Network(BDN),which is an initiative undertaken by the U.S.in 2019 to take part in global infrastructure competition,has had significant impact on U.S.approach to overseas infrastructure under the Biden administration.With the support of Japan and Australia,the U.S.attempts to compete for leadership of Indo-Pacific infrastructure by advocating new infrastructure standards and norms,encouraging the involvement of the private sector,and winning the support of target countries in the region.As a collective program that rivals the Belt and Road Initiative(BRI),the BDN helps to expand U.S.influence in the region.From the perspective of policy design,the BDN is driven by a number of policy considerations such as project integration,overall strategic approach,containment of China,and the need to develop an infrastructure network.However,the BDN faces multiple constraints and challenges in practice.At present,the Biden administration has decided to continue and upgrade this initiative,which is likely to affect BRI-related infrastructure projects,great-power competition and regional security.In face of China-U.S.strategic competition,China should take seriously the potential impact of the BDN.Only by making prudent adjustments in infrastructure practice,relevant rules,and relations with the parties involved can the BRI and China’s infrastructure diplomacy go down a steady and successful path.
