摘要
[目的]分析“十三五”末期广西医疗卫生机构护理效率,以期为广西和我国西部少数民族地区卫生发展规划提供循证依据。[方法]应用数据包络分析(Data Envelopment Analysis,DEA)对2019年广西14个地级市和少数民族聚集地的护理效率进行综合评价。[结果]2019年,广西14个地级市医疗机构护理综合效率均值为0.916,4个地级市DEA有效,6个市DEA弱有效,4个市DEA无效,占比分别为28.57%、42.86%和28.57%,多表现为规模报酬递减。[结论]广西护理效率有待提高,且存在投入冗余或产出不足现象。建议优化护理人力资源结构,合理利用护理人力资源,提高护理人员绩效水平,同时注重医疗卫生机构内部管理水平的提高。
Objective To analyze nursing efficiency of medical and health institution in Guangxi so as to provide evidence-based basis for health development plan in Guangxi and minority area of western China.Methods It conducted comprehensive evaluation on nursing efficiency in 14 prefectures and cities and few minority gathering places in 2019 by data envelopment analysis(DEA).Results In 2019,comprehensive efficiency value of nursing efficiency of medical and health institution in 14 prefectures and cities of Guangxi was 0.916,DEA in 4 prefectures and cities was effectivity,DEA in 6 cities(42.9%)was weak effectivity,and DEA in 4 cities was ineffectiveness,the proportion was 28.57%,42.86%and 28.57%respectively,which showed decreasing returns to scale.Conclusions The nursing efficiency in Guangxi needs to be improved,and insufficient phenomenon of redundancy or output is still existing.It suggests that optimize nursing human resource structure,rationally utilize nursing human resource,improve performance level of nursing staffs,and pay more attention to inner management level of medical and health institution.
