摘要
深圳经济特区建立40多年来,走出了一条“需求牵引、市场主导”的科技创新之路,并一跃成为中国乃至世界科技创新的新星。面向国家“未来科技自立自强”战略和自身科技创新发展新阶段的使命,深圳要正视自身基础研究能力弱、尖端人才建设有待加强、关键核心技术掌握不足、产学研用融通创新存在梗阻等短板,面向产业高端引领,大力发展应用基础研究;聚焦产业发展痛点,集中攻克关键核心技术;面向产业创新根本,培育壮大创新人才队伍;创新制度供给,促进产学研用融通;服务产业协同创新,深化科技创新开放合作;聚焦提高创新效能,推动政府服务改革突破,高质量引领科技创新。
Since its establishment more than 40 years ago,Shenzhen Special Economic Zone has embarked on a"demand-driven,market-led"road of scientific and technological innovation and become a new star of scientific and technological innovation in China and even the world.In the new phase of the mission and their own scientific and technological innovation development,Shenzhen should face up to their own basic research ability weakness.For example,cutting-edge talent construction need to be strengthened,key grasp core technology and production,with financing innovation such as obstruction,geared to the needs of high-end led industry,develop the applied basic research;Focus on the pain points of industrial development and focus on conquering key core technologies;Facing the fundamental of industrial innovation,cultivate and strengthen the team of innovative talents;Innovate system supply,promote the integration of production,education,research and use;Collaborative innovation in service industries to deepen open cooperation in scientific and technological innovation;We will focus on improving innovation efficiency,promote breakthroughs in government service reform,and lead scientific and technological innovation with high quality.
