摘要
【目的】随着气象灾害越发频繁,如何提升农户气象灾害适应行为能力成为当前亟待解决的问题,了解当前农户应对气象灾害能力现状是提升农户适应能力的前提。以江西省229户种粮大户为例,对其适应行为能力综合绩效进行评价。【方法】以社会绩效、经济绩效、环境绩效为评价指标体系,采用层次分析法确定指标权重,运用模糊综合评价法获取其适应行为能力的绩效评价结果。【结果】社会绩效、经济绩效、环境绩效的最大隶属度为0.545 2、0.599 2、0.799 8,评价结果为"一般"、"一般"、"较差"。其中,社会绩效得分最高,为67.652 3分,环境绩效得分最低,得分为46分。综合绩效最大隶属度为0.536 8,得分为60.543 9分,隶属于评价集中的"一般"。【结论】环境绩效是阻碍农户适应能力提升的主要因素,而农业收入、政府交流、化肥农药使用程度是提升农户适应能力综合绩效的主要因素。据此提出以下建议:增强农业技术培训力度,提高农业生产效率,促进农业收入增加,提升经济绩效;增强农户与各级政府之间的交流,减少信息壁垒,提升社会绩效,进而提升适应行为能力;推广绿色农业技术,减少化肥使用量,提高环境绩效。
[Objective]As meteorological disasters become more and more frequent,how to improve the adaptive behavior capacity in meteorological disasters becomes an urgent problem for farmers,and understanding the current status of farmers'ability to cope with meteorological disasters is a prerequisite for improving their adaptive capacity.Taking 229 large-scaled grain-growing households in Jiangxi Province as an example,the comprehensive performance of their adaptive behavior capacity was evaluated.[Method]Social performance,economic performance,and environmental performance were used as the evaluation index system,and the analytic hierarchy process(AHP)was used to determine the index weights,and the fuzzy comprehensive evaluation(FCE)was applied to obtain the performance evaluation results of their adaptive behavior capacity.[Result]The maximum affiliation degrees of social performance,economic performance,and environmental performance were 0.5452,0.5992,and 0.7998,and the evaluation results were“average”,“average”,and“poor”Among them,the social performance score was the highest,67.6523,but the environmental performance score was the lowest,with 46.The maximum affiliation degree of comprehensive performance was 0.5368,with a score of 60.5439,which was under the evaluation concentration of"average".[Conclusion]Environmental performance was the main factor hindering the improvement of farmers'adaptive capacity,while agricultural income,government communication,and the degree of fertilizer and pesticide uses were the main factors to improve the overall performance of farmers'adaptive capacity.Accordingly,the following suggestions were made:to enhance agricultural technology training,improve agricultural production efficiency,promote agricultural income,and improve economic performance;also,to enhance communication between farmers and governments at all levels,reduce information barriers,improve social performance,and thus improve adaptive behaviors;at last,to promote green agricultural technology,reduce fertilizer use,and improve environmental performance.
