摘要
借鉴数据生命周期理论,对生命周期过程的不同阶段中存在的隐私风险进行分析,发现政府数据开放过程分为数据采集与处理阶段、数据存储与发布阶段和数据开发与利用阶段。在数据采集与处理阶段,面临目的无关、质量低下、脱敏不足三类隐私风险;在数据存储与发布阶段,面临安全漏洞、重新识别、审查缺失三类隐私风险;在数据开发与利用阶段,面临操作违法、监管不足和评估滞后三类隐私风险。通过对生命周期过程中三个阶段存在的九种不同类型的隐私风险进行界定,分析不同类型隐私风险的成因,提出具体的应对策略。
This paper draws on the theory of data life cycle and analyzes the privacy risks in different stages of the life cycle.It is found that the government data opening process is divided into data collection and processing phase,data storage and release phase,and data development and utilization phase.In the data collection and processing stage,there are three types of privacy risks:irrelevant,low quality,and insufficient desensitization;in the data storage and release stage,three types of privacy risks are faced,namely,security breaches,re-identification,and lack of review;in the data development and utilization stage,facing three types of privacy risks:illegal operation,insufficient supervision and delayed evaluation.This paper defines nine different types of privacy risks in the three stages of the life cycle,analyzes the causes of different types of privacy risks,and proposes specific counterm easures.
