摘要
全域土地综合整治是新时期自然资源部统一行使所有国土空间用途管制和生态保护修复职责的重要平台抓手。文章以广东省全域土地综合整治试点为例,总结了广东省开展农村拆旧复垦、垦造水田、高标准农田建设、村级工业园改造等土地整治探索与实践,分析了全域土地综合整治在规划、权属、现状地类、社会资本参与、资金筹措等方面面临的现实困境,并结合实践提出建议:(1)建立满足调整重构型整治需求的规划和用途管制机制;(2)建立健全权属调整的政策机制和技术体系;(3)畅通农业、生态空间价值实现路径;(4)完善市场参与和投融资机制;(5)构建以农民集体为实施主体的全域土地综合整治组织模式。
Comprehensive land consolidation in the whole region is a vital platform for the Ministry of Natural Resources to unify the exercise of all national land and space use control and ecological protection and restoration responsibilities in the new era.The article takes the pilot project of comprehensive land consolidation in Guangdong Province as an example,summarizes the exploration and practice of land consolidation in Guangdong Province,such as rural demolition and reclamation,reclamation of paddy fields,construction of high-standard farmland,and transformation of village-level industrial parks,analyzes the realistic dilemmas faced by comprehensive land consolidation in the aspects of planning,rights ownership,current land types,social capital participation,and financing,and puts forward suggestions with practice:(1)establish the planning and use control mechanism to meet the needs of adjustment and reconstruction-type consolidation;(2)establish and improve the policy mechanism and technical system of ownership adjustment;(3)smooth the path of agricultural and ecological spatial value realization;(4)improve the market participation and investment and financing mechanisms;(5)construct an organizational model of comprehensive land consolidation in the whole region with farmers’collective as the main body of implementation.
